From 22th to 25th October, Cedre assisted the GI WACAF project in running a national
workshop and tabletop exercise to test the National Oil Spill Contingency Plan (NOSCP) for the Benin. This workshop involved over 40 participants from the administrative authorities involved in emergency oil spill management as well as oil industry players.
This exercise was the opportunity to emphasise the need to regularly carry out not only tabletop but also practical exercises and, above all, to begin to consider how the plan could be improved in order to provide a better onshore-offshore interface.
The Objectives were multiple:
- Provide training to relevant national authorities on contingency planning
- Test the National Oil Spill Contingency Plan (NOSCP) of Benin through a table top exercise
- Initiate amendments to the NOSCP on the basis of lessons learnt from the exercice as well as from previous workshops and exercices that the Beninese authorities have undertaken in 2018
- Develop recommendations to improve the NOSCP of Benin
